Le bras de fer entre Orascom Télécom Algérie (OTA), qui exploite la marque commercial Djezzy, et le gouvernement algérien se poursuit. Le premier opérateur de téléphonie mobile par le chiffre d'affaires et le nombre d'abonnés a subi un premier redressement fiscal de 50 millions de dollars (3,5 milliards de dinars), selon l'analyste financière Dalila Haikel, citée, samedi 26 septembre, par le site Internet de la chaîne de télévision arabe Al-Arabiya. Ce redressement correspond au seul exercice de l'année 2004, selon la même source.Mais OTA a refusé de payer cette somme, estimant que durant cette période, l'opérateur bénéficiait d'une exonération d'impôt. En Algérie, les opérateurs mobiles sont en effet exonérés d'impôt durant les cinq premières années de leur activité. Mais « cela ne veut pas dire que l'entreprise est exonéré de tout », explique un spécialiste de la fiscalité interrogé par TSA. « Il est important de savoir sur quels éléments porte le redressement. Ils ont peut-être déduit des sommes qui ne sont pas directement liées à leur activité d'investisseur », ajoute-t-il. Ni Djezzy ni la Direction générale des Impôts (DGI) n'ont souhaité commenter les informations sur le redressement fiscal de l'opérateur.
En attendant le règlement de ce différend, les autorités algériennes refusent de délivrer le quitus fiscal qui permettra à OTA de transférer vers sa maison mère en Egypte 257 millions de dollars correspondant à 50% des dividendes de l'année 2008. Une situation qui inquiète les investisseurs : deux agences de notation, S&P et Moody's ont émis des avis négatifs sur le groupe égyptien et abaissé sa note. La persistance du conflit en Algérie pourrait contraindre Orascom Telecom à recourir à un emprunt obligataire ou une ouverture de capital, selon les spécialistes.
